What is the most cost effective way to bring broadband at short notice and minimum expense to a remote tourist resort?

The answer was given by an operator in Mexico when requested at very short notice to cover a brand new tourist resort with 3G services.  The resort was about 6km from the nearest existing tower but the signal did not make it even halfway to the resort.
